Located at the northernmost tip of the Tsugaru Peninsula, the cape juts out over the Tsugaru Strait and is a scenic spot offering unbeatable panoramic views. Surrounded on three sides by the Sea of Japan, the Tsugaru Strait, and Mutsu Bay, it is nicknamed "Cape of Winds" due to the strong sea breezes. Standing in front of the cape is the Tōhō Lighthouse, a symbol of the Tsugaru Strait, from which you can also see the Matsumae Peninsula and Mount Hakodate in Hokkaido on clear days. There are many attractions worth visiting around the cape, including the Dazai Osamu Literary Monument, the Yoshida Shōin Monument, and the "Ryūmi Bridge" with its two dragon sculptures. Strolling while visiting these sites adds to the enjoyment. Additionally, there is the popular "Tsugaru Strait Winter Scenery" song monument by Sayuri Ishikawa, which mentions Cape Tōhō in its lyrics; pressing the button on the monument will automatically play the song. Another must-visit spot is the "Stairway National Route," the only pedestrian-only road in Japan located on a national highway that prohibits Japanese vehicles. The side of the stairway features a national road sign, making it a popular location for unique commemorative photos.
