Kiba Park is divided into three parts: South, Central, and North, connected by the symbol of the park, the Kiba Park Bridge. In the "Interactive Exchange Square," which features a large lawn, visitors can enjoy outdoor barbecues and engage in simple sports activities. Additionally, serving as a disaster prevention park, Kiba Park plays an important role during emergencies as a temporary evacuation site and a base for large-scale rescue operations.
Within the park, there is a facility called "Kiba Midoriamu," which displays art pieces such as paintings and includes areas for origami and building block activities. The park is also equipped with a tennis practice court, outdoor barbecue area, the Tokyo Metropolitan Museum of Contemporary Art, and an urban greening botanical garden. The "Kiba Green Garden" within the park showcases information on non-native species, as well as an indoor playground for preschool children called "Kiba Children's Playground." Furthermore, the park features tennis courts, barbecue areas, a dog exercise area, an urban greening botanical garden, small shops, restaurants, and the Tokyo Metropolitan Museum of Contemporary Art.

Late February and late March are the best viewing periods for 河津桜 (Kawazu Zakura) and 染井吉野桜 (Somei Yoshino Sakura), respectively. The 木場公園大橋 (Kiba Park Bridge) is a symbol of the park. The interactive交流広場 (Interactive Exchange Square) features a spacious lawn. In summer, there is a pond for children to enjoy playing in the water.
