Located in Wakkanai City, this park covers an area of 45.2 hectares. It is situated on the expansive hills on the western side of the city, offering a panoramic view of Wakkanai City and its harbor. Mid-May is a popular time to view the Ezo cherry blossoms, and the stunning night view from the high vantage point is also recognized as a "Japan Night View Heritage."
The "Northern Memorial Hall," which introduces the history of Wakkanai and Sakhalin, features the "Centennial Memorial Tower," a popular attraction within the park. From the 70-meter-high observation deck, visitors can enjoy a 360-degree view, and on clear days, one can see Rishiri Island, Rebun Island, and Sakhalin beyond the Soya Strait.
The park is home to several memorial installations and monuments, including the park's symbol, the "Ice and Snow Gate," the "Monument of Nine Young Girls," and the "Antarctic Observation Sakhalin Dog Training Memorial."
