The shrine is dedicated to Tokugawa Mitsukuni, the second lord of the Mito Domain, widely known to the Japanese as "Mito Komon," and Tokugawa Sadaaki, the ninth lord. The shrine originated in the early Meiji period when locals, admiring the two lords, built a hall in Kairakuen. In the seventh year of Meiji (1874), it was relocated to its current site, and part of Kairakuen was designated as the shrine's precinct. The two deities enshrined here made significant contributions to the development of Mito culture, thus providing blessings for academic achievements. Within the expansive precincts, there are several highlights worth seeing. The "Noh Theater," which was renovated from the surviving Kagura Hall and Shinsen Hall after the air raids, showcases collections related to Mitsukuni and Sadaaki in the "Gireikan," a place beloved by both lords. Additionally, the "Nangakubai," which blooms beautifully during the flower season, and the "Toko Shrine," dedicated to Sadaaki's favorite retainer, Fujita Toko, are also worth visiting among the three subordinate shrines. The goshuin (temple seal) features the Tokugawa family's hollyhock crest. There are also original offerings such as inro-shaped amulets that are well-received. The shrine serves as a venue for the "National Umeshu Festival" during the Mito Plum Festival held from February to March. During this event, around 150 types of umeshu from all over Japan are available, attracting a continuous flow of visitors.

From the north exit bus terminal 4 at JR "Mito" Station, take the Ibaraki Kotsu bus heading towards "Kairakuen" for about 15 minutes, and get off at "Kairakuen・Tokiwa Shrine Mae" stop. It takes about a 1-minute walk from there.
